The project concerned the connection of Mauritania to ACE (Africa Coast to Europe), a new fibre optic submarine cable that is planned to connect about 20 countries along the Western Coast of Africa and Europe, between France and São Tomé and with a possibility of extension to South Africa. The project implementation took place from 2010 and the connection became operational end 2012. International Mauritania Telecom (IMT) is the Mauritanian participant in ACE and is locally operating the connection.
The EU-AITF Grant was used to subsidise the interest rate of EIB's loan to the Mauritanian State in order to respect the minimum concessionality level of 35% of grant elements agreed between IMF and Mauritania under the HIPC programme. EIB's loan financed the 35% participation of the Sate of Mauritania in IMT.
